Last month, Northern Mechanical submitted a competing and lower bid of $1.3 million for rock stabilization. It was underbid by Advanced last year for the main excavation project. On Sept. 11, the council awarded a $1.4 million contract to Advanced, while Northern had proposed doing the excavation work for $3 million. The rock slides brought the total rock removal to between 50,000 and 60,000 cubic yards, said trucking subcontractor Bill Shaishnikoff of Bering Shai Construction.
